The National Association of Regulatory Utility Commissioners (NARUC) with funding support from the United States Agency for International Development (USAID) as part of the Europe and Eurasia Cybersecurity Partnership launched a work on cybersecurity in December 2016 (https://www.naruc.org/international/news/black-sea-regulators-on-path-to-effective-cybersecurity-strategies/) in an effort to equip energy regulators from Armenia, Georgia, Moldova, and Ukraine with the tools and technical capacity to work with utilities in preventing and mitigating cyberattacks and to improve and safeguard overall energy security in the region. Defining a cybersecurity strategy is also critical in finding balance between technical goals of implementing effective protections and “right-sizing” the response in a cost-effective manner.
In this context, a group of experts by CNR-Ircres were asked to cooperate with NARUC to prepare a guidance text for energy regulators dealing with cybersecurity (https://www.naruc.org/international/news/evaluating-the-prudency-of-cybersecurity-investments-guidelines-for-energy-regulators/). The work is deeply rooted in the Essence experience both for useful approaches and for the practical evidence it provides, which cannot be found in any later study.
While the guidelines "Evaluating the prudency of cybersecurity investments: Guidelines for Energy Regulators"(by Elena Ragazzi (editor), Alberto Stefanini, Daniele Benintendi, Ugo Finardi, Dennis K. Holstein) were developed for the Europe and Eurasia region, much of their content can be applied universally.
A methodology for cost definition, based on the Essence experience was presented at the 2019 Critical Infrastructure Protection and Resilience Europe on Wednesday, October 16th6 in Milan, in the Plenary Session 6: Operational Planning in CI. Read more.
Essence has been invited to speak at the 2016 Critical Infrastructure Protection and Resilience Europe on Wednesday 2nd March 2016 in The Hague, in the closing plenary session "Cyber Security Standards and Law". Read more
Essence participated to the Opening Conference of the EUCONCIP project, which took place in Rome on October 20th 2015 at UNINT – Università degli Studi Internazionali di Roma. The Conference was conceived as a networking opportunity for the CIP community, to share experiences of ongoing and recently concluded projects related to Critical Infrastructure Protection (CIP), and to get in touch with end-users and stakeholders of the CIP field.
